According to DC Indymedia, the lady is Joan Roney, and she streaked through the crowd while the president was being sworn in:
What a courageous act! Apparently she was right at the actual inauguration itself (not in the protest crowds outside). However, the mainstream press didn’t report it. That had to take a lot of courage!
Were the reporters all female? ;)
