I don’t believe this was a protest. This photo was taken a number of years ago–around 1998–and shows the women’s crew team at Macquarie University in Australia. There was no protest involved–this photo was taken after a serious race where the women simply decided, for whatever reason, to race topless. Nice tits on a number of the students–this photo shows more of the women’s tits than another photo of the same event that I have seen.
